The panels of judges (all professional policy analysts) will apply the following criteria to the written and oral presentations offered by the teams:
Problem analysis: Does the team offer a valuable analysis of the policy problem that makes important contributions toward better understanding the causes and consequences?
Solution analysis- methodology: Does the team use analytic methods to best advantage to support its proposed solutions in terms of such factors as the likely costs, benefits, and time frame for accomplishing significant positive change?
Solution analysis - political feasibility: Does the team offer innovative solutions that include such concerns as the fiscal constraints on the U.S. federal budget, ongoing political divisions in Congress, and public opinion?
Quality of Communication: Does the team offer coherent and clear communication of its analysis and solutions both in the written and oral presentations?
